CHAPTER CONSTITUTION Article 1 Membership in The Road Riders For Jesus is open to every Christian regardless of race, creed, color, or gender. Article 2 A chapter of The Road Riders For Jesus shall be a non-denominational organization open only to individuals whose religious practices comply with the teachings of our Lord, Jesus Christ, as contained in the inerrant Word of God. Article 3 Each individual chapter of The Road Riders For Jesus shall be identified by their location and/or chapter number. (I.e. city, town, etc.) Article 4 There shall be no required fees or dues to be a member of a chapter of The Road Riders for Jesus. Chapters are to be self-supporting through free will offerings, fund-raisers, and donations. Article 5 To be a member of a chapter, individuals must first become members of The Road Riders For Jesus and agree with the Doctrinal Statement of The Road Riders For Jesus. Chapter Constitution - Election Of Officers Article 6 Election of officers shall be conducted in January. Installation of new officers shall take place in February. Terms of elected officers shall be two years in length. The elected officers of a chapter shall consist of a President, Vice-President, Chaplain, Secretary, and Treasurer. These shall here after be known as the Chapter STAFF. Article 6a 1. Chapters with odd number designations shall conduct officer elections at the regular monthly chapter meeting in odd numbered years, in January of that year. 2. Chapters with even number designations shall conduct officer elections at the regular monthly chapter meeting in even numbered years, in January of that year. 3. Chapter Officers may serve for as many consecutive terms as they are elected by the chapter members. Newly Chartered Chapter Elections 1. New chapters upon the completion of the six month probation period, who having received their official charter from the Road Riders For Jesus National Office, shall conduct officer elections. 2. Officers elected at new chapter officer elections shall serve in the elected positions until the next regular chapter officer elections are due, unless the new chapter officer elections have occurred in less than six months prior to a regular election. 3. These new chapter officers shall then serve the remaining months of the current year plus a two year term, not to exceed a term for more than two years and six months. 4. They may then be re-elected for succeeding terms. (see Article 6a, paragraph 1, line 3) Article 6a Amended Date-3/31/2006 Article 7 The duties of the chapter elected officers shall be as follows; PRESIDENT: To preside over and conduct chapter meetings, to appoint all committee chairmen, to serve as ex-officio on all committees; to conduct chapter staff meetings and business meetings; to observe and enforce the articles of the chapter Constitution and Bylaws of The Road Riders For Jesus. VICE PRESIDENT: To assume the duties of the president in the event of an absence or vacancy. To complete the term of president in the event of a vacancy. To be present at chapter meetings, staff meetings, and business meetings, to assist other officers. To assume the duties of any other officers in the event of an absence. To plan chapter rides and to conduct safety sessions. CHAPLAIN : To provide spiritual direction for the chapter members. To pursue and coordinate ministry opportunities for the chapter. To encourage and help members in individual ministry opportunities. To lead a devotion at chapter meetings. SECRETARY: The duties of the chapter Secretary shall be to keep minutes of all chapter meetings and to prepare them for publication in the chapter newsletter. To keep minutes of all staff meetings, record attendance at all chapter functions; to manage any chapter correspondence. TREASURER: The duties of the Treasurer shall be to receive and disperse all chapter funds; to keep an accurate account of such transactions and provide a report of such transactions at chapter meetings. Article 8 Officer elections shall be conducted at the regularly scheduled chapter meeting in January. Such elections shall be done by means of secret ballot. Results shall then be read and published in the chapter newsletter. Actual tally of votes will not be disclosed unless sufficient reason for challenge exists. 1. A nominating committee consisting of three chapter members may be appointed by the chapter officers with one of those committee persons to act as chairman of such committee. 2. Such chairman shall conduct the secret ballot election of officers and shall make known the results of such election to the Chapter Secretary, who shall then enter it into a means of permanent record. Actual tally count is to be only known to the chairman, his committee, and the Chapter Secretary. 3. Voting shall only be done by ACTIVE chapter members. The term ACTIVE shall be defined as the following: 3a. A registered member of The Road Riders For Jesus. 3b. Attended at least three out of the previous six regularly scheduled chapter meetings. Article 9 Items put to a vote at any scheduled chapter meeting shall only need a majority vote to be approved. Article 10 Vacancies which occur in any office with less than a year in the term, shall be filled by appointment by the chapter staff. Vacancies that occur with more than a year left in the term, shall be filled by a chapter nomination and election. Article 11 If possible, all chapter officers should not be from the same church. Article 12 Members of The Road Riders For Jesus are encouraged to wear the RRJ Colors, especially when involved in motorcycling events. RRJ Colors are not to be worn or placed on an animals, pets, or mascots. Article 13 No one is to wear the RRJ Colors while consuming alcohol, or partaking in any immoral activity, or practicing by deed or word, anything that would discredit the ministry of The Road Riders For Jesus or the testimony of our Lord, Jesus Christ. Article 14 If the need for any discipline of any RRJ member shall arise, it shall be handled by RRJ staff or a committee appointed by the RRJ Staff. All discipline shall be handled with prayer and love and according to Biblical principles, as found in Matthew 18:15-20, Luke 17:3 and Titus 3:10. Article 15 Founding of new RRJ chapters; 1. Said group shall consist of at least eight (8) interested persons. 2. Said group shall conduct regular monthly meetings for at least six (6) months on a trial basis to determine compatibility and interest. 3. Said group shall agree to abide by the Chapter Constitution and Bylaws of The Road Riders For Jesus. 4. Upon approval of The Road Riders For Jesus, a charter shall be issued for the new chapter and an official election of chapter officers shall be conducted. AMENDMENT TO CONSTITUTION AND BYLAWS December 16, 2000 FIRST: The name of the association shall be THE ROAD RIDERS FOR JESUS. SECOND: The place in this state where the principal office of the association is to be located is the city of Hillsboro, Jefferson County, Missouri. THIRD: Said association is organized exclusively for charitable, religious and educational purposes, including, the making of distributions to organizations that qualify as exempt organizations under section 501( c ) (3) of the Internal Revenue Code, or the corresponding section of any future federal tax code. FOURTH: The names and addresses of the persons who are the initial trustees of the association are available upon request. FIFTH: No part of the net earnings of the association shall inure to the benefit of, or be distributable to its members, trustees, officers, or private persons, except that the association shall be authorized and empowered to pay reasonable compensation for services rendered and to make payments and distributions in furtherance of the purposes set forth in Article Third hereof. No substantial part of the activities of the association shall be the carrying on of propaganda, or otherwise attempting to influence legislation, and the association shall not participate in, or intervene in (including the publishing or distribution of statements) any political campaign on behalf of or in opposition to any candidate for public office. Notwithstanding any other provision of these articles, the association shall not carry on any other activities not permitted to be carried on (a) by an association exempt from federal income tax under section 501 ( c ) (3) of the Internal Revenue Code, or the corresponding section of any future federal tax code, or (b) by an association, contributions to which are deductible under section 170 (c ) (2) of the Internal Revenue Code, or the corresponding section of any future federal tax code. SIXTH: In the event of a chapter dissolution, any outstanding debts of such chapter shall be paid from the chapter assets, then all remaining assets of such chapter shall become the property of the National Office of The Road Riders For Jesus. AMENDMENT TO CONSTITUTION AND BYLAWS December 6, 2003 Seventh: The following shall be the requirements for positions of elected chapter officers; 1) They must be the operator of a motorcycle or the spouse of a person who is the operator of a motorcycle. 2) Their lives and lifestyle must be above reproach and exhibit a profound faith in Christ and His teachings. 3) They must have been an active member of the Road Riders For Jesus for the preceding six months prior to an election. 4) They must be willing to make a commitment to fulfilling the duties and responsibilities of the elected position. 5) They must be willing to make a commitment to uphold the Constitution and Bylaws of the Road Riders For Jesus. Eighth: Any deviations of this Constitution and Bylaws including all amendments, must be approved in advance by the following procedure; 1) Submit the deviation proposal in writing to the Director of The Road Riders For Jesus. 2) The Director will then submit the deviation proposal to the National Staff at it's next appointed meeting. 3) A confidential written response from the Director will be given to the submitter of the deviation proposal. 4) All decisions of the National Staff of The Road Riders For Jesus pertaining to this submitted proposal, will be final. Guidelines For Conducting A Chapter Officer Election Guidelines For Conducting A Chapter Officer Election Nominations may be made by any active (see Constitution & Bylaws Article 8, lines 3, 3a,3b) members including Chapter Officers and a member may nominate him or herself to run for an office. A nominating committee may be appointed by the Chapter Officers, who would then poll members for those desiring to run for office. (a nominating committee is highly recommended for chapters larger than 30 members) When nominations are to cease, a motion should be entertained to close nominations and a "second" should be voiced, with an "All in favor" voted on. If the motion to close nominations is passed, it should be recorded in the minutes. Election: Chapter Officer Elections should occur in January every two years according to Constitution and Bylaws Article 6a. For any Officer position that has more than one person nominated to run, a secret ballot vote should be taken to elect one of the nominees. This election should be conducted by the chairman of the nominating committee or by someone appointed by the chapter officers if there is no nominating committee. 3) If only one person is nominated for a position, an election by acclamation shall be conducted. This too shall be done by the Chairman of the nominating committee or by an individual appointed by the chapter officers. Example; (Member's name) is the only individual nominated to fulfill the position of Vice-President. I will therefore entertain a motion to elect by acclamation. (someone should make a motion to do so) It should then be seconded and "All in favor?" received from chapter members. A secret ballot election is not necessary in this case. 4) Election results should be recorded in the chapter meeting minutes and the "Officer Election" form should be filled out and submitted to the National Office. If there is no nominating committee or if no one wishes to be appointed to conduct the officer election, then the President of the chapter should conduct the election. The RRJ logo and the name "Road Riders For Jesus" are Registered Trademarks of The Road Riders For Jesus motorcycle ministry and can only be used and/or reproduced with written permission of the National Director. But, there are some exceptions to this rule that don't require written permission: The logo and the name may be used by members on business cards, stationary, and on emails. The logo and the name may be used by chapter officers on event flyers, posters, and banners. The RRJ Logo and the name "Road Riders For Jesus" in any form, may not be reproduced, copied, or printed in any manner, by an individual or company for the purpose of producing products for sale unless express written permission is given by the National Director. |
